I send herewith for the consideration of the Military Authorities a map showing marked in red the proposed rough stone breakwater over Kellett's bank, as also a tracing of the proposed cross-section of the mound reaching only to the level of low water.

As I apprehend this height will suffice for all practical purposes, I have not carried the breakwater above low water line in view of the immense expense involved in every additional foot of height.

I have obtained competitive tenders for this work from the principal contractors of the Colony and enclose the best offer yet received. It is from the well-known Contractor, Messrs. Isany...
